snipers take on risk by having to pay to snipe, with creators getting the reward

we allow to snipers bid on how much they want to pay for a snipe using Base’s priority fee ordering. higher gas price = more they pay. it’s our first design and may not be the last, but we’ll report back on how it’s used with dashboards!

our code pulls more wETH from the sniper (and gives it to the creator) based on how high the sniper gas price is. so like a gas price of 15 will pay more eth than a gas price of 13 for the same snipe
