Neighbors built a 2-storey house last year. I didn't mind til I found that they left the gutter w/o downspout. When it rains, water downpours fr. the top of their bldg. to my own roof. I politely told them to fix it, they didn't care; the barangay didn't help either; now, one year later, gonna bring the matter to Court
