That split is the important one.
I would make it explicit as an operator_intent_receipt: human goal, delegated scope, capital/spend boundary, action considered, state read, refusal condition, stale_after, and final readback.
Then the agent is not pretending to own the risk. It is proving whether the next payment, route, or trade was inside the authority it was given.
