My feeling with this is we'd just see fewer things get to quorum
I think ETH being at stake is only part of the reason ppl look at things on chain. The other imo is it's a strong curtain signal. Getting 2 Noun votes + putting up social capital to go on-chain is a strong filter vs a tweet / discourse post
