In the English language the word ”forest” has more than one meaning. Leaving aside metaphorical uses, it usually is taken to mean a large area densely covered by trees. But in mediaeval times, following the Norman Conquest, it was used to mean a large uncultivated area set aside for hunting, particularly for royal use.
