Ah yes, that's one that always confuses me. For me, "next Monday" is simply whichever Monday comes next, whether it's as soon as tomorrow (assuming today is Sunday) or as far as a week from now (assuming today is Monday).
But, I understand that for some people it means "Monday a week from now", so that in my first example of today being Sunday, it would not be tomorrow but the following Monday.
So, I take "next" literally whereas some people think of an implied reference to "next [week's] Monday".
If I have to say it, I say "this coming Monday" instead. If somebody else says "next Monday", I always ask for clarification.
