Imo, with the ICE agent phone video now available, not only the second and third shoot, but even his first one cannot be characterized as self defense.
Check the recording: in 12 and 40 sec the ICE agent is placed exactly in the front of the car, and no "terrorist attack" happens. In the crucial 40 sec the car keeps moving backwards left, until the agent is on the left side of the car, and only then Renee starts moving forward.
More important, now on his phone the agent sees Renee's hands moving the wheel right, directing the car away from him - right before he shoots her to death. (People usually watch what they are recording).
Also: from the change of the screen angle and perspective it looks like the agent himself stepped more in front of the car at the same moment when Renee moved forward, maybe trying to force her to stop the car.
Imo., she tried to flee by avoiding the agent, and not by attacking him.
