What is consensus? In simple terms, consensus is a set of rules that is believed in by a group of people. Take Bitcoin as an example: if a group believes that 1 Bitcoin equals a certain amount of something, then Bitcoin gains value. However, this value is not stable. The group's belief that Bitcoin has value is a conceptual consensus, while differing opinions at the micro level cause fluctuations in Bitcoin's price.
