Yes, Geolocation API relies on the client to provide location data, so it's trivial to spoof (even directly from within the browser console). I think it's probably worth considering web2 services which track location in other ways - not just realtime location (Uber, Lyft etc.) but also static locations, e.g. utility providers sending invoices which constitute proof of address.
