So I agree with the broader point but (at the risk of being that guy :) ) - this chart seems to be omitting data that undermines its conclusion. And the fed funds rate rose much sharper in 79-82 cycle and 83-84: https://fred.stlouisfed.org/series/FEDFUNDS
