depends a lot on the team! we keep teams lean (usually ~10 or fewer people), and each team has a lot of independence in how their work is structured. Some teams (e.g. Geth) have longer cycles of work, and the priorities are set or heavily influenced by the ecosystem (e.g. ACD). Other teams have shorter cycles of work, e.g. the Ethereum.org team which sets quarterly roadmaps and ships regularly. There is an annual budgeting/roadmapping process, through which teams are expected to get structured feedback from other EF teams and various relevant stakeholders (which varies by team). But in reality all teams have to respond / adapt to changes throughout the year.
