To incentivise more solo stakers (SS) amid a background of growing ETH staking demand via LST/RST's:
A percentage of EL/EL/MEV rewards from each block proposal gets funnelled to a pool and distributed to SS's who submit a ZK-Proof to confirm they are a SS.
