Ideally the student. They would learn more about different occupations early on so they at least have a sense of what they want to do. You'd still have some kids that didn't apply themselves, you may have to assign those

My generation will never be able to afford homes. Our standard of living is lower than the generation before us. Many of us know the best path forward is complete economic collapse, even if we go down with the ship. Please stop calling for bailouts. Let it all burn https://i.imgur.com/a5bO3dT.jpg
